Don't know about filters though...I haven't seen too many for free out there. I know they are out there though, I just don't remember where...

There's plenty of free PS brush sites on the internet, and most do not require credit.

psbrushes.net, brusheezy, psbrush.com are basically large archives of free to use brushes.

Deviantart.com also has free brushes, but requires credit.
how about adobe photo shop or paint shop pro and anniversary edition product tour
a detailed google search can point you in the right direction.
I don't have photo shop.

Sorry there's no way to get it free but there are similar things, I use photo bucket and they have an editor.
